We have a multisite network setup for our university, and we’d like to have a safe place to test plugins before we roll them out to all of our users - or even to a select group of users.
Has anyone come across a good approach for setting up a testing/staging environment for WordPress multisite?

I’m not sure if you were able to find any more information on Multisite Staging. I have found some information on possible plugins to use.

We did eventually figure out that you can activate plugins for specific users by logging in as them and activating the plugin, but having a separate staging environment is certainly more preferable, so I’ll dig into these links.
