Admin capabilities for domain migration?

Hello,

I am wondering if it possible to be added as a admin to an account or domain to manage it with full access. I am looking to migrate my bosses website over for them and then make sure it set up properly but I wasn’t sure If I would be able to do that without their personal account login info. If adding an admin is not possible, is migrating a domain from another web hosting service using the migration form provided possible with just their account username?

This can be done by having your boss create you a sub-account.
